Implementation Zoning Plan

A 1:1,000 scale detailed plan prepared in conformity with the master plan. Defines parcel-level construction parameters: FAR, GCR, storey count, setbacks.

The implementation zoning plan (Turkish: *uygulama imar planı*, 1:1,000 scale) under art. 8/b of Zoning Law 3194 is the detailed plan that concretises the master plan's general decisions at parcel level. The implementation plan is the reference plan used when issuing building permits for a parcel.

Content: Each parcel (or per-block) has FAR (Emsal), GCR, maximum storey count, maximum building height, setbacks (front-side-rear) defined. Block volumes, plan notes, special conditions (e.g. archaeological protection zone, material restrictions, architectural form requirements) are also recorded.

Preparation authority: Inside municipal boundaries, district municipality (in metropolitan cities) or municipality (elsewhere); outside municipalities, provincial special administration. Cannot conflict with upper-tier master plan. Posted publicly for 1 month after approval, then finalised.

Relation to building permit: When issuing a permit, the municipality first consults the implementation plan; the project must conform to the parcel's construction parameters shown there. If the plan changes, old zoning status documents become invalid; new ones are required.
