Tevhit (consolidation) is the process of merging multiple adjacent parcels into a single zoning parcel — the reverse of ifraz. It is carried out under article 16 of Zoning Law 3194, with municipal council or provincial administrative board approval.
Mandatory consolidation cases: Under Planned Areas Zoning Regulation art. 5, parcels without road frontage cannot receive a building permit; consolidation with an adjacent fronted parcel is required (where Law 3194 art. 18 cannot be applied). For parcels formed before the regulation with no adjacent vacant land, a recorded perpetual right of way on neighbouring parcels can alternatively enable building permits.
Process: Joint application by the owners is submitted to the municipality. The council decision comes within 30 days, is reported to the land registry within 15 days, and the title is updated within 1 month. Old block/parcel numbers are closed, a new parcel number issued for the combined area.

- 1.Two adjacent 500 m² parcels consolidated into one 1,000 m² zoning parcel → larger building now feasible on the combined area.
- 2.An inner parcel without road frontage consolidates with a fronted neighbour, becoming eligible for a building permit.
- 3.In urban renewal, a developer consolidates three separate parcels to build one large block.
